Initially proposed with a simple placeholder title of Fire Emblem Warriors 2, plans were considered early on to make it a collaboration title in the vein of the original, with characters from multiple titles in the series crossing over. According to Koei Tecmo development staff interviewed for the magazine Nintendo Dream, Fire Emblem Warriors: Three Hopes began development after the completion of Fire Emblem: Three Houses.
